Once you have cleared cache and data, uninstall the updates of the Play Services and start the Google Photos app. To do so, Open "Settings" app on your device (not the Google Settings app) and tap "Apps" and then select "Google Photos" located in the list and then tap "Clear data" button. If this does not happen, then clear the cache and data of the Photos app and the Google Play services that is located in the Applications Manager. First of all when you turn auto backup feature ON, then it will take some time to show the settings. Once you turned ON "Back up & sync" feature and get back to previous screen and then get back into backup setting again, you will see the auto backup is turned off and backup is stuck on "Updating Status".
